Although Basic Laws were meant to be temporary substitutes for a formal Constitution, their status is not clear. They are enacted by the Knesset by the same procedure as ordinary laws. They require no special majority. It is not clear whether a Knesset that passes a Basic Law acts so as a Constituent Assembly.
